The city says circulation in August 2010 was 30% higher than it was in August 2009 — that was the first full month that the new library was open last year. Here are the stats:

August 2009 circulation: 53,901 items
August 2010 circulation: 69,988 items

New library card registrations were down in August of this year (compared to August 2009), but the city says the number of new, non-resident library cards was up 115%. That’s the kind of thing you might be able to attribute to having a newly renovated building.

Now, the city of Richland has passed a law banning “monster” garages, actually, any garage that is taller than the house. It shouldn’t have a significant effect. Richland does not have a lot of wide open space left where people could build houses and accompanying huge garages. Now, if this law was enacted in Pasco, Kennewick or any of the other cities nearby, I’m sure there would a major uproar. Those other cities do have subdivisions or areas with enough space to add a huge shop next to the houses already standing.

The big news this morning is the CID canal break along Columbia Park Trail in Richland. I first heard about it on Twitter, with news coming in from the local TV stations and the Herald.

The break is located on the north side of Columbia Park Trail near the Hills West development. The Herald says no homes have been affected — I assume they mean structurally, because a lot of homes will have no water. KEPR posted on Twitter that 8,000 homes from West Richland to Finley will be without water.

KEPR also posted a couple photos to Twitter:

KEPR seems to be doing the best job covering this today, so keep an eye on their newscast or web site for the latest information. Hope the families that are impacted by this can get by okay while CID gets the canal fixed up again.

Both the DOE and U.S. Rep Doc Hastings have told the National Park Service (NPS) that Hanford’s B Reactor should be included in any plans to create a Manhattan Project National Historic Park. (Seems to us like you can’t really have a Manhattan Project historic park and not include Hanford, can you?)

The NPS is concerned about safety at the B Reactor, about the proximity of employees and visitors to radioactive material.

Last week, the DOE proposed a partnership with the park service that would see the DOE responsible for maintaining facilities associated with a Manhattan Project National Historic Park — inclusing a museum at B Reactor. The DOE’s letter said:

In summary, the facilities from the three original DOE properties should be included in any future designated Manhattan Project National Historical Park in order to give visitors the full appreciation for what tens of thousands of patriotic men and women accomplished on behalf of the United States.

For now, the park service is only considering Los Alamos, New Mexico, for a Manhattan Project park — ignoring Hanford and Tennessee, which also had important roles in the Manhattan Project.

Rep. Doc Hastings joined the chorus Tuesday during a hearing in Washington, DC. He told NPS Director Jon Jarvis that the park services concerns are “not insurmountable.”

You may recall that the B Reactor was designated a National Historic Landmark in 2008.

The City of Richland will dedicate a time capsule during a public ceremony this Wednesday, April 28th.

“Why,” you ask?

Because Richland was founded 100 years earlier, on April 28, 1910. The city was incorporated as what’s was called a “Fourth Class Town” and then later dissolved in 1942 as part of the US government’s war efforts. The city of Richland that we know and love today was incorporated in 1958, but it all began with the town being formed in 1910.

The time capsule ceremony will start at 1:15 pm at the flagpole outside the Richland Police Station. The public is welcome to attend.

Work should start this weekend on the development of a permanent dog park (called “Pawsabilities Place”) inside Richland’s Badger Mountain Community Park.
Volunteers are planning to gather at around 8 am Saturday morning to start work on installing a fence. This is part of the first phase of the permanent dog park, and it’ll involve about 2.5 acres of land. If you’d like to help out with this weekend’s work, here’s what the Tri-Cities Dog Park Society is looking for:

This is what we need April 24th at 9am (or 8am for the auger crew):

*Volunteers with wheel barrels, shovels, cordless drills, hammers, levels, string, etc.

*Portable power augers and people to run them. (The augers will need to be running by 8am so the volunteers can start setting the posts and building the fence and gates.)

*Bottled water and light lunches/snacks provided for volunteers.

If you are interested in volunteering your time, equipment, or services here is what you need to do.
Contact TCDPS Vice President Jan Davis by 5pm on Wednesday April 21st.

I’d rather not post Jan’s phone number or email address on the blog, so contact Cari or me if you’d like more information and we’ll pass it along.

This will all be possible thanks to a $16,000 donation from the Dog Park Society, which the Richland City Council is expected to accept at tonight’s meeting.
